Being too close to the wifi router is a big problem for Apple TV. Plug ATV via ethernet to your router, if it doesn't work then do the same with plugging it into your modem. I realize you probably don't have a TV close enough to your router and modem to make that possible. If you have access to another Apple TV, test it in the same spot.
