We have a Juniper SRX240 on site providing the connectivity, this unit should be able to provide upwards of 250mbps of IPsec vpn throughput but we only seem to get about 24mbps max usually less during a file transfer from a server onsite to the azure server. Just incase the traffic is SMB, I posted this in another thread. SMB is notorious for slow transfers over high latency links (30ms can be considered high in this case). The protocol wasn't designed for this and so doesn't lend itself well to speed over WAN links. Its "chatty" and over higher latency links thats never a good thing.

Split Tunneling makes it so that only VPN traffic that is destined for the company's network goes through the VPN tunnel. All other traffic goes through the user's normal Internet connection. Split tunnel defines traffic to which subnets will be encrypted. Here is the link explaining how to configure the Split tunnel.

Note that if you care about the traffic passing over the VPN then the option you need is "set security flow ipsec-vpn mss [value]". Next time you started seeing slow speeds disconnect from the VPN and test your comcast connection. Ping a few sites, run some speed test and average the results. Now hop on the VPN and do the same thing. If you notice the VPN is causing the slow-down it is likely Comcast isn't directly responsible.
